    The development history and trends of China's flash flood disaster prevention information system construction

    • China's flash flood disaster prevention information system is an important component of non-structural measures for flash flood disasters, and its construction process reflects the evolution of informatization, systematization, and intelligent development in China's flash flood prevention and control. This paper systematically reviews the phased development of China's flash flood disaster prevention information system, dividing it into four stages: pilot exploration, comprehensive construction, system improvement, and“Four Pre's”(forecasting, early warning, rehearsal, and pre-planning) capability enhancement, and analyzes the construction background, technological evolution, stage achievements, and existing problems. The system has achieved phased shifts from local pilot projects to nationwide coverage, from decentralized construction to intensive operation, and from basic monitoring and early warning to integrated“Four Pre's”development. Its data foundation, platform functions, and operational support capabilities have been continuously strengthened. However, problems such as insufficient platform coordination, inadequate data resource mining, weak intelligent analysis and decision support capabilities, and limited adaptability of grassroots applications still remain. In the future, efforts should focus on advancing construction in areas such as fundamental data governance, model and algorithm optimization, platform integration, and intelligent decision-making, so as to further enhance the capabilities of precise early warning, scientific dispatching, and comprehensive support for flash flood disaster prevention.
