Research on key issues and countermeasures for flood control in the Dongjiang River Basin

    • The flood control security of the Dongjiang River Basin is crucial for the smooth implementation of Guangdong Province's "One Core, One Belt, One Zone" strategy and the Guangdong-Hong Kong-Macao Greater Bay Area development. Currently, the basin faces challenges such as the underutilization of flood control functions in key reservoirs, poor operability of flood discharge and regulation methods, insufficient flood control capacity of embankments with frequent bank collapses, lagging construction of rainfall and water regime monitoring and forecasting systems, and difficulties in implementing measures for extreme floods beyond design standards. This paper proposes countermeasures from the aspects of restoring the operational capacity of key flood control reservoirs, optimizing scheduling rules to enhance flood storage and regulation capabilities, accelerating embankment upgrading to improve river flood conveyance, constructing a modern rainfall and water regime monitoring and forecasting system, and optimizing measures for extreme flood diversion. These suggestions aim to provide references for enhancing flood prevention capabilities and disaster response levels in the Dongjiang River Basin.
