Abstract:
Providing intelligent solutions for urban river and lake governance and long-term management is an important way to accelerate the improvement of modern water governance system. In this paper, in view of the new situation of the development of river and lake intelligent management and protection technology under climate change, we put forward a framework for the construction of urban river and lake intelligent management and protection system, taking Jinji Lake and its surrounding river network area as the research area, exploring the construction of multidimensional perception system, multilevel data substrate, intelligent core of hydrological and hydrodynamic regulation and control model, and the implementation path of FEDE(forecating, early warning, drilling, and emergency plan) business application system. The digital twin Jinji Lake and the surrounding river network intelligent management and protection system is developed. The system has the functions of scenario projection and intelligent simulation, which can support the realization of accurate flood and drainage scheduling, smooth flow and water scheduling, as well as the efficient prevention and control of cyanobacteria, and improve the capacity of emergency response and management strategy formulation. The practical results explore a new model of urban river and lake intelligent management and protection enabled by digital twins, providing reference for the construction of digital twin water intelligent management and protection application system in Jiangsu province and even the whole country.
