    城市河湖智慧管护体系构建技术研究及应用以数字孪生金鸡湖及周边河网为例

    Research and application of development of urban river and lake intelligent management and protection system—Taking Jinji Lake and its surrounding river network area as an example

    • 摘要: 为城市河湖治理与长效管护提供智慧化解决方案,是加快完善现代化水治理体系的重要途径。针对气候变化下河湖智慧管护技术发展的新形势,提出了城市河湖智慧管护体系构建框架,以金鸡湖及周边河网区域为研究区域,探索了多维感知体系、多层级数据底板、水文水动力调控模型智慧核心和预报、预警、预演、预案“四预”业务应用体系的构建实施路径,建成了数字孪生金鸡湖及周边河网智慧管护系统。该系统具有场景推演、智能模拟功能,可支撑实现精确的防洪排涝调度、畅流活水调度及蓝藻高效防控,提高应急响应和管理策略制定能力。实践探索了数字孪生赋能的城市河湖智慧管护新模式,以期为江苏省乃至全国数字孪生水利智慧管护业务应用体系建设提供参考。

       

      Abstract: Providing intelligent solutions for urban river and lake governance and long-term management is an important way to accelerate the improvement of modern water governance system. In this paper, in view of the new situation of the development of river and lake intelligent management and protection technology under climate change, we put forward a framework for the construction of urban river and lake intelligent management and protection system, taking Jinji Lake and its surrounding river network area as the research area, exploring the construction of multidimensional perception system, multilevel data substrate, intelligent core of hydrological and hydrodynamic regulation and control model, and the implementation path of FEDE(forecating, early warning, drilling, and emergency plan) business application system. The digital twin Jinji Lake and the surrounding river network intelligent management and protection system is developed. The system has the functions of scenario projection and intelligent simulation, which can support the realization of accurate flood and drainage scheduling, smooth flow and water scheduling, as well as the efficient prevention and control of cyanobacteria, and improve the capacity of emergency response and management strategy formulation. The practical results explore a new model of urban river and lake intelligent management and protection enabled by digital twins, providing reference for the construction of digital twin water intelligent management and protection application system in Jiangsu province and even the whole country.
