    Practice and reflection on the joint operation of Huairou Reservoir and Jingmi Diversion Canal in Beijing during the "23·7" catastrophic flood in the Haihe River Basin

    • 摘要: 在南水北调来水调入密云水库调蓄工程投入运行后,管理部门就如何利用怀柔水库与京密引水渠工程特点开展联合调度、缓解防洪压力,提高洪水防御能力不断进行探索。在应对“23·7”流域性特大洪水过程中,管理部门通过多水源联合调度、多路径跨流域分洪和多渠道资源化利用等措施,有效减轻了洪水风险,提高了水资源利用率,但仍存在着智慧化水平偏低、行洪通道较少、协同防御能力不足等问题。结合工作实际,梳理调度措施,分析其中存在的问题并给出相关建议,可为同类型工程防洪调度提供参考。

       

      Abstract: After the South-North Water Transfer Project was put into operation, the management units has been exploring how to carry out joint scheduling by using the characteristics of Huairou Reservoir and Jingmi Diversion Canal Project, relieve flood pressure and improve flood prevention ability. In the process of dealing with the "23·7" basinwide catastrophic flood, the management units has effectively reduced the flood risk and improved the utilization rate of water resources through the joint scheduling of multiple water sources, multi-path cross-basin flood diversion and multi-channel resource utilization. However, there are still some problems such as low level of intelligence, few floodway passages and insufficient collaborative defense ability. Combined with the actual work, this paper sorts out the scheduling measures, analyzes the existing problems and gives relevant suggestions, which can provide reference for the flood scheduling of similar engineering.
