    关于城市洪涝风险防控体系构建的建议——郑州市“7·20”特大暴雨灾害思考

    Suggestions on the construction of urban flood risk prevention and control system—Reflections on the “7·20” extreme rainstorm disaster in Zhengzhou City

    • 摘要: 2021年7月20日，郑州市遭遇历史罕见特大暴雨，发生严重洪涝灾害，遭受重大人员伤亡和财产损失。基于洪水风险管理理念，针对城市极端暴雨洪涝风险防控体系构建，提出巨灾情景构建，完善应急预案体系，建立风险预警为主线的自然灾害监测预警体系，高标准规划建设防洪防涝工程体系，构建国土开发风险管控机制，推进洪水保险等风险管控措施建议。
