    天津城市自动化内涝监测预警系统设计与实现

    Design and application of urban waterlogging automatic monitoring and early warning system in Tianjin

    • 摘要: 在极端天气频发和城市化进程加快等变化环境背景下,城市内涝灾害严重困扰着城市经济发展。针对天津城市内涝灾害影响日益严重的问题,应用物联网和WebGIS技术,设计了天津城市自动化内涝监测预警系统。系统包括自动化积水监测子系统、积水监测及内涝风险预警服务子系统和内涝风险预警推送子系统3部分,实现了城市道路积水的实时监测、历史查询统计、综合资料分析、内涝风险预警和移动端基于位置的预警信息推送,对政府部门和社会公众分别提供有针对性的预警服务产品,从而提升各防汛有关部门的应急处置效率和公众的防灾避险能力,减少城市内涝造成的人员伤亡和财产损失。

       

      Abstract: Under the changing environment background of frequent extreme weather and rapid urbanization, urban waterlogging disasters have seriously troubled economic development of cities in China. In view of the increasingly serious impact of waterlogging disasters in Tianjin city, an automatic waterlogging monitoring and early warning system for Tianjin city is designed using internet and WebGIS technology. The system consists of three parts:automatic waterlogging monitoring subsystem, waterlogging monitoring and risk early warning service subsystem and waterlogging risk early warning push subsystem, which realized the functions of real-time monitoring of urban road waterlogging, historical query statistics, comprehensive data analysis, waterlogging risk early warning and location-based early warning information push at the mobile end. The system provides targeted early warning service products to government departments and the public, respectively; so as to improve the emergency response efficiency of various flood control departments and the public's ability to prevent and avoid disasters, and reduce casualties and property losses caused by urban waterlogging.
