Abstract:
On July 5, 2016, Zhaotong City of Yunnan Province suffered a 300-year heavy rain, resulting in flash flood disaster, landslides and mudslides, which caused major losses to the life and property of the people in Zhao-tong City. The study analyzed the causes of "2016.7.5" flash flood disaster from rain, flood, runoff yield and con-centration, natural and geographical conditions, and human activities, etc. Based on the results, this paper pro-poses to increase the level of urbanization, strengthen the restoration of the ecological environment, carry out inves-tigations landslides and mudslides prone areas, delineate different levels of flash flood areas, identify safe refuge routes and safe refuge zones, formulate emergency plans, strengthen proactive publicity and education, strengthen research on early warning technology for flash flood, improve the quality of early warning information for reporting the last mile, and strengthen the management of project construction and so on.
