Abstract: By studying the characteristic of urban pluvial flood in Guangzhou city, the formation regularity of the pluvial flood in Guangzhou city is analyzed. It indicates that heavy rainfalls are the primary trigger for pluvial flood in Guangzhou city, which would easily occur in low lying area. In addition, urbanization aggravated the situation of pluvial flood. Lacking planning and management at the creeks, flooding from the outside river, and tidal backwater, are the factors for urban pluvial flooding as well. The non-structural measures for flood prevention in Guangzhou city is proposed, which include planning, construction and management of flood basin on a watershed scale; enhancing the construction of policy and regularity of inundation management and studying the core controlling measures of urban pluvial flood in Guangzhou city.
