    基于“四预”技术的“压咸补淡”应急水量调度应用实践

    Application of emergency freshwater regulation for suppressing saltwater and replenishing freshwater based on the FEDE technology

    • 摘要: 粤港澳大湾区滨海城市供水水源主要来源于河道取水。枯水期珠江河口径流减少,咸潮上溯造成河道取水困难,导致大湾区滨海城市群供水出现问题。2004年起,水利部珠江水利委员会(以下简称珠江委)连续20年实施“压咸补淡”应急水量调度,有效压制了咸潮上溯影响,全面保障了澳门、珠海等城市供水安全。随着经济社会高质量发展及应急补水调度精细化水平要求的提高,目前流域调度过程中存在预演能力不足、方案制定效率低等问题。为提升流域调度精细化水平,在水利部数字孪生流域建设背景下,珠江委通过建设数据底板、水利专业模型、应用系统等方面构建了数字孪生场景,成功将“四预”技术应用于2021—2022年“压咸补淡”应急水量调度,显著提升了调度精细化水平与取水效率,为进一步提升大湾区城市群供水安全保障能力提供科技支撑。

       

      Abstract: The main source of water supply for coastal cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) mainly comes from river channels. During the dry season, the runoff at the Pearl River Estuary decreases, and the upstream intrusion of saltwater causes difficulties in river water abstraction, leading to water supply issues for coastal cities in the GBA. Since 2004, the Pearl River Water Resources Commission of Ministry of Water Resources(PRWRC) has implemented emergency water regulations for saltwater suppressing and freshwater replenishment for 20 consecutive years, effectively mitigating the upward impact of saltwater intrusion and comprehensively ensuring the water supply safety of cities such as Macao and Zhuhai and other cities. With the high-quality economic and social development and the increasing demand for refined emergency water replenishment dispatch, issues such as inadequate drilling capabilities and low efficiency in scheme formulation exist in the current basin dispatch process. To enhance the refinement level of basinal regulation in the context of the construction of the Ministry of Water Resources' digital twin basin, the PRWRC has constructed digital twin scenarios through the development of data base, water sector professional models, and application systems. The FEDE technologies (forecasting, early warning, drilling, and emergency plan) were successfully applied to the emergency water regulation for suppressing saltwater and replenishing freashwater in 2021-2022, significantly improving the refinement level of regulation and the efficiency of water abstraction. This provides scientific and technological support for further enhancing the water supply security of urban agglomerations in the GBA.
