    • 摘要: 21世纪以来,珠江口咸潮活动日益加剧,严重威胁粤港澳大湾区城市用水安全。自2004年起,水利部组织珠江水利委员会连续20年成功实施珠江“压咸补淡”应急水量调度,有力保障了澳门、珠海等粤港澳大湾区城市群供水安全。从战略思路、工程体系、技术手段和体制机制等方面阐述了20年“压咸补淡”应急水量调度的发展历程,梳理主要成功经验,对提升珠江流域供水安全保障能力进行了展望。

       

      Abstract: Since the 21st century, the increasing salty tide in the Pearl River Estuary have seriously threatened the urban water security in the Guangdong-Hong Kong-Macao Greater Bay Area. Since 2004, the Ministry of Water Resources has organized the the Pearl River Water Resources Commission to successfully implement the emergency water regulation of saltwater suppressing and freshwater replenishing in the the Pearl River for 20 consecutive years, which has effectively guaranteed the water supply safety of the city groups in the Guangdong-Hong Kong-Macao Greater Bay Area such as Macao and Zhuhai cities. This paper expounds the development process of 20 years' emergency water regulation of saltwater suppressing and freshwater replenishing from the aspects of strategic thinking, engineering systems, technical means and institutional mechanism, sorts out the main successful experiences, and looks forward to improving the water supply security capacity of the the Pearl River Basin.
