    2022年江西省极端干旱回顾与思考

    Review and reflection on extreme drought in Jiangxi Province on 2022

    • 摘要: 针对江西省2022年7-11月发生的罕见夏秋极端干旱事件, 结合防御现状分析了干旱发展的过程和基本特点; 介绍了通过启动应急响应, 强化旱情研判预警, 加强蓄水、 供水、 用水的综合调度与管理和舆论宣传等应对措施, 最大化降低了干旱带来的不利影响, 特别是系统分析了工作实践中暴露的薄弱环节和存在的问题, 如准备谋划不足、 预案待改进、 数据底数不清、 用水管理精准难等, 提出了下一步及时开展灾后评价、 推动法律法规修订、 完善应急预案、 强化水源规划和用水管理、 提高科研支持力度等针对性的改进建议。

       

      Abstract: Combined with the current situation of drought prevention in Jiangxi Province, the basic characteristics of rare summer and autumn extreme drought in 2022 were analyzed. By initiating emergency response, strengthening drought assessmentand early warning, strengthening water storage, water supply, integrated management and public opinion, the adverse impact of drought has been minimized to the maximum. Through the systematic analysis of the problems exposed in the work practice, such as insufficient preparedness and planning, plan to be improved, unclear data base, low accurate water management, etc. Specific suggestions were put forward to timely carry out post-disaster evaluation, promote the revision of laws and regulations, improve emergency plans, strengthen water source planning and water management, and increase support for scientific research.
