    从水旱灾害风险普查谈广东地区抗旱减灾能力建设

    Discussion on drought prevention and reduction capacity building in Guangdong Province from the survey of flood and drought disaster risk

    • 摘要: 在全球气候变暖背景下,我国极端气候事件增加,干旱灾害发生频率和强度呈明显上升态势,对农业生产、粮食安全和社会生活造成严重影响,对我国经济社会可持续发展构成潜在威胁,研究干旱灾害防灾减灾意义重大。结合参与广东省干旱灾害致灾调查的有关工作,分析广东地区抗旱减灾方面存在的若干短板问题。在此基础上,有针对性地提出提高广东地区抗旱减灾能力建设的建议,以期真正实现从被动抗旱走向主动抗旱,努力消除干旱灾害对生产生活造成的不利影响。

       

      Abstract: Under the context of global warming, extreme climate events have increased in China, and the frequency and intensity of drought disasters have shown a significant upward trend, which has a serious impact on agricultural production, food security and social life, and poses a potential threat to China's sustainable economic and social development. It is of great significance to study drought disaster prevention and mitigation. Based on participating in the investigation of drought disaster in Guangdong Province, this paper briefly discussed several shortcomings in drought disaster prevention and mitigation in Guangdong. On this basis, some suggestions were put forward to effectively improve the capacity building of drought disaster prevention and reduction in Guangdong, so as to truly realize the transformation from passive to active drought resistance, and strive to eliminate the adverse effects of drought disasters on production and life.
