Abstract:
In order to quantitatively evaluate the ability of urban social systems to cope with rainstorm and waterlogging disasters, an indicator system of urban social resilience under rainstorm disasters was constructed from the three attributes of resilience: "resistance, recovery, and adaptability". Based on the indicator system, combined with the entropy method and the weighted average method, the comprehensive index of urban social resilience under flood disasters in 17 cities under the jurisdiction of Henan Province was calculated from 2016 to 2020. The results show that the social resilience against flooding varies greatly in different cities, and the social resilience against flooding in the same city changes over time. In general, the ability of social systems in 10 cities to deal with flood disasters showed an upward trend, and 7 cities showed a downward trend. Based on the index system and evaluation results, the strategy of improving urban resilience against waterlogging is proposed.
