    1513号台风“苏迪罗”灾害调查及台风防御对策研究

    Investigation on the disaster of No.1513 Typhoon "Soudelor" and typhoon defense countermeasures

    • 摘要: 台风灾害给我国国民社会经济发展带来巨大影响。研究台风灾害的致灾特点与致灾成因对于防风减灾具有重要的现实意义。以2015年第13号台风苏迪罗为例,通过对福建省实地调查发现:福建东北部沿海地区灾情严重,农业受灾、成灾比重较大,农林牧渔业损失严重。标准化海堤等基础设施缺口较大,基层防台风组织体系薄弱等是造成严重台风灾害影响的主要因素。因此有必要在健全防台风预案体系的基础上,完善沿海地区防台风工程体系,加强沿海防风基础设施建设。

       

      Abstract: Typhoon disaster has a great impact on China's social and economic development. It is of great significance to study the characteristics and causes of typhoon disaster for typhoon prevention and disaster reduction. Taking the No.1513 Typhoon "Soudelor" as an example, through the field investigation in Fujian Province, it is found that the disaster situation in the coastal areas of northeast Fujian is serious, the proportion of agricultural disaster is large, and the loss of agriculture, forestry, animal husbandry and fishery is serious. The main factors causing severe typhoon disaster are the big gap of standardized seawalls and other infrastructure, and the weak organization system of typhoon prevention at the grassroots level. Therefore, it is necessary to improve the typhoon prevention engineering system in coastal areas and strengthen the construction of coastal wind prevention infrastructure on the basis of improving the typhoon prevention plan system.
