    水旱灾害防御调度系统思维分析

    Analysis of flood and drought disaster prevention and dispatching system

    • 摘要: 江苏省地处长江、淮河流域下游,水旱灾害频发,水旱灾害防御调度任务繁重。基于长期的水旱灾害防御调度实践,归纳了江苏省水旱灾害防御调度的特点,总结了沂沭泗地区洪水特性、调度关联性和2020年洪水调度措施,以及江苏省江水北调地区水量调度分阶段要求、制定供水调度计划和2019年抗旱水量调度措施,提出了水旱灾害防御调度系统思维的内涵,反映了系统思维贯穿水旱灾害防御调度全过程,并就进一步提高调度精准化提出建议。

       

      Abstract: Jiangsu Province is located in the lower reaches of the Yangtze River and Huaihe River basins. With frequent floods and droughts, the task of disaster prevention and dispatching is arduous. Based on the long-term practice of flood and drought disaster prevention and dispatching, this paper summarizes the characteristics of flood and drought disaster prevention and dispatching in Jiangsu Province, summarizes the flood characteristics, dispatching relevance and 2020 flood dispatching measures in Yi-Shu-Si region, as well as the phased requirements of water dispatching in the Jiangbei(North of Yangtse River) Water Diversion Area in Jiangsu Province, prepares the water supply dispatching plan and 2019 drought relief water dispatching measures, and puts forward the connotation of flood and drought disaster prevention and dispatching system thinking. It reflects that system thinking runs through the whole process of flood and drought disaster prevention and dispatching, and puts forward suggestions on further improving the dispatching accuracy.
