Abstract:
As an important part of flood disaster prevention system in China, flood storage and detention areas (FSDAs) play a significant role in managing basin floods, and also are long-time living areas for more than ten million of local people. Flood risk zoning in FSDAs is a necessary basic work for territorial spatial planning and governance, as well as industrial layout adjustment at this stage. From the perspective of land use control and flood risk management in FSDAs, a four-level flood risk zoning method taking usage standard and inundation depth as indicators has been put forward, which is based on the analysis of existing domestic and foreign flood risk zoning methods, risk grade classification indexes and thresholds related to FSDAs, and considers the average loss rate of main affected crops and buildings caused by flood diversion. Taking Dongxi Lake FSDA as case study area, the spatial distribution of flood risk level under the current situation and planned engineering conditions are calculated. The Applicability of this method on land use, industrial development restriction and control, as well as flood avoidance transfer in FSDAs under the new situation has been analyzed, which is of a certain reference value for flood risk management of 98 national and a large number of local FSDAs.
