    2021年河南“7·20”特大暴雨重大险情处置关键技术措施

    Key technical measures for managing major dangers of “7·20” extreme rainstorm in Henan Province in 2021

    • 摘要: 在2021年7月河南特大暴雨抢险救援中,中国安能充分发挥专业优势,创新采用动力舟桥救援转移新乡洪水受困群众,采取多型大功率排水车“多面布点、梯次接力”强排京广隧道积水,采用“右岸裹头抢护、左岸单戗立堵”封堵卫河决口,采取在坝体两岸开挖泄流槽紧急泄流解除郭家咀水库溃坝险情,完成了所承担的重大险情处置任务。总结了科学方案、专业队伍和先进装备是抢险救援技术制胜的关键因素,提出了强化洪涝灾害抢险救援能力,一是要加强灾害科学与工程的基础研究,二是要建强抢险救援专业队伍,三是要研制配发先进抢险装备。

       

      Abstract: In July 2021, an extreme rainstorm occurred in Henan Province. China Anneng Group provided full play to its professional advantages and successfully completed the task of managing major dangers. Following innovatively technologies were applied: used power boat bridges to rescue people who were trapped in floods in Xinxiang city, adopted multi-type highpower drainage trucks "multi-faceted, cascade relay" to forcefully drain the water in the JingGuang Tunnel, blocked the breach of the Weihe River by the method of "covering the head on the right bank and protecting it with a single block on the left bank", took excavation of a discharge channel on the right bank of the dam body to relieve the danger of dam failure of Guojiazui Reservoir. It was analyzed that scientific programs, professional teams and advanced equipment were the key factors for the success of emergency rescue technology. And it was proposed that to strengthen the basic research of disaster science and engineering, build a strong emergency rescue professional team, develop and distribute advanced emergency rescue equipment, were the three important things to strengthen the emergency rescue capabilities of flood disasters.
