Abstract: Flood and waterlogging disasters are one of the most frequent, most widespread and most devastated natural disasters in our country. Actively promoting the construction of a professional flood prevention and rescue team system is an inevitable requirement for the reform of emergency rescue forces to adapt to "all kinds of disasters" and "big emergency". Based on the current situation and existing problems of professional flood prevention and rescue team construction in China, this paper puts forward several countermeasures and suggestions, which are of great significance to accelerate the construction of emergency rescue force system with Chinese characteristics, with national comprehensive fire rescue team as the main force, professional rescue team as the coordination, military and armed police forces as the assault force, and social forces as the auxiliary force.
