Abstract: In the prevention of the new coronavirus pneumonia outbreak, some short boards and weaknesses of China's emergency management capacity for sudden disasters are exposed. Combined with the results of pre-emergency management and the experience of business services,this paper presents a platform-based emergency management business service model:relying on the platform around the response topic(emergencies)to quickly build emergency services, using knowledge map to describe emergency business processes and logical relationships,using components to achieve emergency business functions. This paper takes two cases of emergency management business to illustrate, in order to provide reference for China's emergency management ability and business development in the future.
