Abstract: Located in the south of Anhui Province, the western region of the Tianmu mountain was significantly affected by the Typhoon Lekima No.201909 occurring on August 10, 2019. The Zhongjin River and the Dongjin River in the upper reaches of the Shuiyang River in Ningguo City, Anhui Province have recorded historical floods. The hydrological department promptly warned, and the government organized the orderly evacuation of personnel to avoid major casualties in the urban area of Ningguo City. The upper reaches of the Zhongjin River and the Dongjin River, experienced landslides and mudslides, causing casualties. Through investigation and research, the short duration rainfall in the rainstorm area exceeds the measured historical extreme value, and the return period exceeded 50 years, or even more than 100 years in certain locations, which is also the main cause of the disaster. The impact of human activities in the upper reaches of Zhongjin River and Dongjin River leads to the aggravation of secondary disasters, and the governance of Dongjin River in the urban area of Ningguo City still has obvious shortcomings.
