Abstract: Initiated with the purpose and significance of flood emergency plan, the background and the preparation of flood control plan for Yangquan city are briefly introduced in this paper. Following the introduction,the organizational command system,prevention and warning system,emergency response system and social security system in the plan are analyzed from the aspects of balance, integrity, systematisms and scientificity. This paper expounds the deficiencies of the plan at four levels of municipal, district, street and community. The suggestions are put forward include enhancing flood emergency plan, developing storm flood early warning system, and increasing training.
