Abstract: The purpose of this paper is to discuss two new concepts which are absolute and relative drought relief abilities of drought relief service teams. Firstly,based on the discussing on the meaning,and inapplicability of the present concept of drought relief abilities of drought relief service teams,absolute and relative drought relief abilities of drought relief service teams are introduced. Then, the quantitative calculation methods about absolute drought relief ability and relative drought relief ability are given.
